Best place to buy? Apple store? AT&T?

Please forgive if there's already a thread that is similar to this one. I did a search, but found nothing. I'm considering purchasing an iPhone and wondering what is the best way to go about it -- either via The Apple Store or AT&T? And is it better to visit the store or order online.

I would be buying one iPhone and one other phone for my kid. Also, do you recommend a family plan or is it better to have the iPhone on it's own plan. My kid is mostly interested in texting and doesn't really need a data plan.

Any advice is most appreciated
