Anybody else having issues activating call blocking & identification in iOS 13?

Although I’m using 13.2 beta 3 this has been an ongoing issue for me in iOS 13. Whenever I try giving apps access to call blocking & identification it’s just not working as it should. I’m getting spinning progress wheels for an extended period of time (hours) and most of the time it’s not activating.

Is it just me or is anyone else experiencing this?

Yep. Tried different apps as well. My phone hates me.

Spent my evening restoring and setting up as new and CallKit is working again. Something must have gummed something up in the software.

I'm having this issue too after iOS13, so do I actually need to reset my phone?
