Default Time for New Event in Calendar Monthly View

When I add a new event to the Calendar from the monthly view, it seems to automatically set 9:00 am as the default time.
Can I change the default to an All Day Event?
If so, how do I change it.

I can't duplicate the problem. Every time I create an event, it defaults to the current hour's timeframe. For example, being that it is now 10:15 AM, the timeframe offered for the event is between 10 and 11 AM. It is the same for all views.

Correct I get the same hour time frame 10am-11am

Could it be the calendar service of the account you are using?

Yes but if I create a new event for a future date from the Monthly view, it offers the current time frame.
So I' m trying to determine if I can get the default to be All Day.

from the month view, week view and day view, I still get a same result from 10am - 11am

But there is no setting for a default to be a all day event.
