My wife’s iPhone 8 is putting out a hotspot even though it’s “off”

I noticed the other day when on my iPad that my wife’s iPhone is putting out a hotspot on wireless even though the switch is “off” on her phone. Is this normal?

If you and your wife share the same iCloud account, then yes, it’s normal.

NO, we don't. We are linked somehow but she has her own account. But thats good then. At least I know why I see it.

All of ours are off but I see my family’s phones in the WiFi list. We’re not on the same iCloud account but we do have Family Sharing. I don’t think either of those have anything to do with it though. I’m pretty sure that’s just how it’s supposed to work.
