Springboard should be invisible to the user, it's a program internal to the OS. Are you jailbroken or something?

No not jail broken, never have, never will. I poked around the Internet and there were a few others that brought this up.

Springboard is not an app. Springboard is the home screen of the iPhone.

Correct it's the homescreen, it's sort of an app, but it's internal and not generally accessible to users except those that are jailbroken.

As Led said this may be a glitch.

Id really have to venture a guess and say it is some very obscure bug that pops up under a very specific set of circumstances. There will always be those few users that see a bug that will never be seen in general. Could be due to a certain set of applications on the phone, a set of taps, gestures, swipes, etc that made it come up. It will likely never be known how or why it came up.
