Is it possible to unlock iphone in the philippines?

My brother sent me an iPhone 6 from states, I am currently in the Philippines. He was an AT&T carrier. When I got the phone, it was stuck on the activation screen. I tried to insert my sim and got signal but when I tried to continue via Wi-Fi, it said that the sim was invalid. How can I unlock my phone, if I can't bypass the activation screen?

Your brother will need to work with AT&T to remove the lock on the device... Or, you might search the web for a 3rd party to unlock it for you.
