If I was to use hotspot using my iPhone 5s on my iPad on apps like clash of the clans or the simpsons tapped out would it use the same amount of my data that it would take on my iPhone or would my iPad use more data? I have 12GB of data I rather play clash of the clans on my iPad rather than my iPhone

In theory it should use the same amount of data whether being tethered or not.

Usage is the same whether it is on the iPhone, iPad or tethered to the computer...keep in mind though that browsing can fluctuate usage a bit because your computers browser (and even the iPad browser) have some significant changes between websites vs. those you'd view on the iPhone. Games should be identical across the board unless there are obvious differences between the versions (IE: Angry Birds on an iOS device vs. Angry Birds on a Macbook Pro...same game, significant differences between the two).
