Trouble emailing and texting pictures on iPhone5

When I go through the process of trying to send a picture via text or email, I scroll through my photos and click the one I want to send...a tiny circle pops up to show that it's loading and it never finishes loading, so I'm not able to send any pics. I've deleted a bunch of videos/photos, so it's not a memory/space problem. Any ideas on how I can fix this?

Welcome to iMore! First go to Settings > Messages > Toggle SMS and MMS on.
Then go to Settings > General > Reset > Reset Network Settings. Tap on that.
Reset Network Settings Settings>General>Reset>Tap Reset Network Settings. You may need to enter your wifi passcode back in afterwards.
Also, remember sending photos doesn't work in metal buildings well.
