Why won't the Evasion jailbreak finish, stops at step 9 and doesn't change to Cydia?

why evasion jailbreak won't finish stops at step 9 and doesn't change to cydia please help

I have a iPhone 4s on ios 7.0.6 and I can't get cydia on it for some reason every thread I find tells me to restore phone on iTunes but it tries to force me to update any ideas plz help me

Apple is only signing iOS 8.3 and that is presently not jailbreakable...
