Running Processes Question...

I know that I can selectively kill off running processes (apps) but I would also have thought that rebooting would do so. I've found however that when I reboot, all running processes are still there, running.

Is this normal?

They're not running in the background. That multi-tasking tray is actually more of a recent apps tray. When you switch out of an app, it's put into a saved state, and then when you go back to it, it resumes.
