App Not Downloading

So, I have an app that is just sitting in my springboard, it shows the icon, it says "waiting" and has not been doing anything.

I am not jailbroken

I tried rebooting

Could be a problem with the iTunes store? I am trying to redeem a gift card and I keep getting timed out both on the phone and on the computer...

I tried rebooting

sync your phone with itunes... find the app on itunes you tried to d/l from your iPhone whether free or not... and it should let you download in itunes for free and resync your phone.. and you should be good to go
