How to remove icloud without password

hello i just purchased an ipad air and its 9.3.2 firmware...it has the old owners icloud account still on it...and im wondering if i can take it out without it costing me anything? i cant contact the old owner...can someone please help me the ipad is not jailbroken i need help please

I'm going to assume you mean that the iPad Air is protected via the iCloud Activation Lock, and since you cannot contact the owner the account is associated with, there is NOTHING any of us can do for you regarding this matter. There is no bypassing the iCloud Activation Lock.
