cant clear the cache on my i pad.

Safari tells me there is a "clear cache" button, but it doesnt exist.
If I double click the home button, al the icons are shown at the bottom of the screen, and I don't know how to get them to gigle and show the X. I'm sure I'm not doing something simple. Please help. Thanks.
