Get apps from old to new iPad 3

I synched my iPad 3 to iTunes and it loaded all the apps it could until the pages were full.
I put a bunch in folders to create room for the rest but they won't synch to the new iPad.

What's the capacity on your iPad? 16gb? 32gb? 64gb? Maybe it's at full-capacity.

32 Gig. Plenty of room left but it kept filling up the pages.
I finally got them transferred by going to purchased and download purchased apps and deleting and re synching.
