My iPhone 5 is on 7.0.4 how do I update to 7.1.1 with the IPSW?

I keep trying on itunes using shift-click and selecting the ipsw but I get the error 3194 all the time...i went on host and deleted the last line. please help.

As far as I know you can only update to the iOS version that apple is signing. Believe we are still in the iOS 8.1 window.
