I've always wanted to make some kind of an app but don't have a mac. did I hear in the keynote you can in ios8?

I don't know about iOS 8 but you can still use apps like Xamarin and develop apps using the Windows PC but you cannot simulate the apps and you have to do that by pushing it to the phone itself. Xamarin and other apps like that are more for cross platform development...
