Duplicated contact addresses

I have an iPhone 5 using iOS 7.0.4 and backing up to iCloud on a Windows 7 notebook.
I find my contacts have duplicated addresses and phone numbers which I have deleted. However the entries reappear on their own.
What setting will clear this issue?

If you have more than one email account configured, un-sync the contacts for those accounts leaving only the contacts in iCloud set to sync.
