It isn't in the usual repos; you'll just need to add one in the Manage>Sources page. See this page.

Awesome tweak, by the way, for anyone who hasn't tried it. It really makes the iOS experience feel much snappier.

battery life should be the same. in fact i've read some reports of minor improvement

I have not seen a loss of battery at all. It is awesome. I just got an iPad 2 and my iPad 1 running FakeClockUp seems MUCH faster than the 2. Now, Safari itself does run faster.
