Katra Weather v3 Theme

I have this lockscreen theme on my iPhone 4 and I have the correct location and it updates correctly, but it just seems to take 30 minutes or longer to update? Does anyone know why this is?
Also, do you know if it updates while the screen is dark? Or only when it's on?

Most of the weather theme settings like WeatherIcon are in your settings. For example Settings to WeatherIcon to Weather Settings. Give you options 1 min, 5 min, 15 min, etc etc
