How can I install ultrasn0w without any phone internet?

I have a 3g loaded with IOS4 Jailbroken & Hacktivated. This iphone lost it's wifi over a year ago, it started going out when i upagraded to os 3.0 and got worse each upgrad of the os and went out totaly with os 3.12. I am with U.S. T-mobile so I do not have any access to internet on the phone to be able to use cydia. I have downloaded ultrasn0w to a folder on my windows system. How can I get it on the phone so that I can run it to Unlock my phone for T-Mobile. I have given up on getting WIFI back but I would still like to use it as ipod & phone. Thanks for any help with this!

just put in another data enabled SIM; without cydia apps you won't be able to install anything else but from appstore
