My iCloud photos only save half the image to my PC, why?

my icloud photos only save half the image to my PC

I have a windows 10 pc and via a Google chrome tab I can access all my albums taken with my iphone 6+. However when i right click to save the image to my PC it downloads a png file and only half the image appears. I am unable to save the whole image as I need to my PC.

Try a different browser like Edge.
Try the iCloud app instead of the browser.
If you can see the whole photo and it's loaded, then there's something weird going on with the computer.
