I want to back up my daughter's phone and she is too young to have her own account. Can I back it up to my iCloud account?

Sure! As long as you don't mind having your iCloud info in her device.

You can disable everything else, such as mail, photos, etc. though I would leave Find My iPhone. You'll also want to be mindful of the settings for messages and FaceTime as those could get crossed. You can enable restrictions that block changes to account settings without a passcode.

On my sons iPad I used a second iCloud account I created using a different email address to protect my own data I keep in iCloud. The account is tied to me, not him, so no issues with age. Something you may want to consider.

Yes, you can if your iCloud account is configured on her device.
