My IOS is connected to the internet but won't run it

Help! My IOS is connected to the internet but can't run applications, and it can't download any either. But it can still run safari (which is hoe i'm writing this). I have tried every mtging pkease help.

Welcome to iMore! First be sure you have available storage space on the iOS. Check that in Settings > General > about.
Now try Reset Network Settings.
Reset Network Settings Settings>General>Reset>Tap Reset Network Settings. You may need to enter your wifi passcode back in afterwards.

Reboot your wifi modem/Router.
