If you delete a picture, then delete it off of recently deleted, can you get it back in anyway?

If you delete a picture off of recently deleted, is it gone everywhere?

Welcome to iMore! Only if the photo had been backed up to iCloud before it was deleted and no other back up has taken place since. If another back up occurred, then it overrode the one with the photo. If it's not in iCloud.com, it's gone.
