how do I delete a partially downloaded app

How do I delete an app that is either partially installed or updated and has my iphone 6s locked up.

try double-clicking the home button and force-close the AppStore app.
then re-open AppStore and touch 'install'

Also, try Settings > General > Storage & iCloud Usage > Manage Storage (under STORAGE) > scroll to the app > select Delete App
