My rotation lock is OFF but I still can't rotate my iPhone.

The reply I got to my first question about not being able to rotate my phone suggested that my rotation lock might be on. It is not. What now?

If the icon is NOT highlighted then your screen should rotate when you rotate the device. Having said that, not all apps allow for screen rotation.

You can try performing a soft reset on your device and seeing if that fixes your issue. To perform a soft reset, hold both the power button and home button down until you see the Apple boot logo.

Swipe up from the bottom, is app rotation definitely off ?

Perhaps reinstall firmware through iTunes, backup first.
