I cant find my backed up iphone photos?

I have backed up my iphone photos for nearly 2 years now and deleted them after to create more storage to take more. Just logged in on my laptop to icloud.com and can't find any photos but the latest ones on my ipad???I asked an ee rep in an ee shop how to back my photos up to icloud before i deleted them and followed their instruction to just press back up but cant find any ofmy special photos on my icloud. Is there somewhere else they are backed up to? I pay for extra storage plan with icloud too. I am very worried n quite confused now....

Could you please elaborate on how you backed up your photos according to their instructions?

Make sure you have photos turned on for iCloud in your settings
