The iPod touch used to be a cheap way for app developers to test their apps on iOS but the product line hasn't been updated with a 64-bit-capable processor (yet?).

Is the iPad mini 2 the entry level device for app developers?

The iPad Mini retina (aka the 2) is a good device to develop on. It will not be super sluggish with the latest OS on it. However, if you want to really get the feel for your apps you should be testing and developing on the latest hardware to get the full effect.

IMO that is :)
