TELUS is sending out text messages out to all of their customers today (I got mine about half hour ago) about a change they are making to their international rates. Message below:

On Aug 4 PPU rate to send intl txt msgs from Canada to any country (except USA) increases from 25c to 35c/msg. If you subscribe to a txt msg bundle and are within your allotted msgs, then the cost is 20c/msg. Visit telusmobility.com/text Free TELUS msg

SO, they are notifying their clients today (June 18 2010) so under the Material Adverse Clause, you have until July 18 2010 to call TELUS client care to express your disagreement with the changes and terminate your contract.

Be sure to ask for a supervisor immediately and refer to the Material Adverse Clause by name.

There is another way of doing this July 1. When the HST comes into place ( you can do this on any carrier by the way). The carriers will have to change there terms and contracts. Do the same except instead of the PPU rate use the HST change.

From the telus service terms:

These service terms (including any rates and charges) may be changed unilaterally by TELUS from time to time on at least thirty (30) days' notice to you, and such changes shall become effective once you use the service after such thirty (30) day period (which use shall be deemed conclusively to indicate acceptance of such changes).

Does not specify what occurs when you explicitly do not accept the changes.

Worth a call to find out.

The service terms do not specifically say GST/PST, just taxes, meaning that they will not need to change their wording in the contract, which means you won't be able to get off on the HST. You can try but I wouldn't count on it working.

It doesn't say the procedure if you don't because it isn't up to them. It is Canadian law. Calling in won't get you any information. None of the carriers would be willing to just spill that information to their clients so they can leave.
