Can you gift upgraded phone to someone with same carrier but different plan

I want to gift an iPhone to a family member who is also on Verizon, but not my plan. Can I upgrade (pay in full at the time of upgrade), activate the new phone on my plan, switch back to my old phone, then give the new phone to someone else also on Verizon?

If you’re buying the phone outright (full price), don’t bother having VZW activate it or open a new line. Simply pay for the phone and tell them you will set it up later. Then give the phone to your family member and have them insert the SIM card from their previous phone into the new one.
