Do the ACNH starting villagers come only in certain pairs, or is it randomised?

For example, I always see Pashmina and Kid Cat together in pictures and YouTube videos. Is that because you can only get them together, or is it randomised? I haven’t got my game yet, it’s coming soon though so I don’t know much about Animal Crossing: New Horizons. Thanks!
