Why is messages in iCloud showing me different storage amounts on iPad and iPhone

Hi. Why is the amounts saved I’m icloud setting for messages showing 2 different amounts. Surely Since it’s icloud it should match. It seems to work fine regardless and messages are syncing fine but for some reason iPad and iPhone are showing different storage amounts

Why is this. Any help really appreciated

Could it be that one device has downloaded images/attachments whereas the other hasn’t?

I don’t think so as it shows the 2 sets of matching amounts across each device but that’s why question is why is it showing 2 at all
