Using a thumb drive to copy files from PC to iPad

In general, can I copy a file from PC to iPad using one of those thumb drive that has dual connectors for both lightning and USB. Can I like copy a movie file from my PC to the thumb drive, plug the thumb drive to the iPad and then import the movie file to any app I want as long as the app can play the movie?

Heck, just use iTunes to transfer the file from your thumb drive to your iPad. I assume your PC has a USB port....

I leave my computer on most of the time and use Chrome Remote Desktop to move files to iCloud Drive from my computer.
A few moments later I can access that file directly from iCloud Drive on my iPhone.
Works like a charm.
I don’t remember the last time I used iTunes or any other way to put stuff on my iPhone.
