Why is my iCal not syncing correctly?

About two weeks ago...I noticed that my iCal appointments were not syncing across all devices (I added a ton of reoccurring appointments on my desktop and they didnt show up on my iPhone 7 plus). So...I ended up singing out of iCloud on my phone and trying to sign back in but nothing was working. I researched some things in forums and could not find an answer to the problem. When I try to sign in to iCloud from a web browser...it says - "iCal server is down for maintenance...check back later". The forums dont sound promising on a fix. Anyone having the same issues? Has anyone found a solution? I have never had an issue with anything iCloud related before...so this is frustrating!
