Why is my Apple ID not working on a second hand phone

I just got an iPhone 6 of a family member and it was all reset, I put my sim in it and tried to put my Apple ID on and It didn't work and took me to security questions, I put my anwsers in and j didn't work now it has locked my phone for 8 hours.

The device is probably locked to the "family member's" iCloud account. Resetting the device will NOT defeat an iCloud Activation Lock. Having said that, get with the "family member" through whom you acquired the device and have him or her remove the Activation Lock. Take care.
