I have an old iPad and on settings says CELLULAR DATA NO SIM and also try to go to general click under Network tells me VPN not connected then I turn it on and asks for L2TP what can I do ???, thanks

If you want to access the internet via that iPad then you need to either connect to a Wi-Fi network or add a SIM card that has been activated via. Cellular provider. Other than that, you will not be able to have internet access.
