Should I update IPAD air from 8.3 to 10.1.1
I have not updated since 8.3

If your iPad is still supported for iOS you can update.
Does it tell you there is a software update?

Your device is supported. iOS 10 is really nice to run. Many new features since 8.3. Just make sure you do a backup of your iPad before updating.
