No. The iOS version is not the same as the tvOS version. Having said that, I'm sure there will be incremental updates to tvOS when necessary.

You're referring to the TV app that Apple just announced. It isn't being released until December and it's initially going to be available in the US only. No, you will not need an AppleTV.

No clue. It depends on whether Apple releases it as a standalone app or rolls it out with an iOS beta prior to release.
