Why is my notifcation center half way down my screen?

Its been like this for a while now and my power button doesnt work so i'm not sure how i'm supposed to fix this is there any way i drain my battery faster?

The power button is supposed to override anything. I guess your iPhone is frozen.

Try keeping the home and power button pressed for 10 seconds and release them both. Your phone should restart now.
