If Siri works when it's locked, ask Siri "who does this phone belong to..." Or use Siri to 'call home'... Or call mom, dad, brother, sister and let them know you found their relative's phone...

I actually had someone do this with my Bold 9900. He just voice dialed, first he tried home, then he tried mom. He had success with mom. I had a call on my home phone from my mom when I arrived home. She was like "son I think someone has your phone, he wants to meet you at....." I went to the place and got my phone and bought the guy a round of drinks for his party! He had me meet him at a bar!

Otherwise, turn it in to the police. There's not much else you can do.
