Why can't I edit photos on my iPad?

Please make sure you have enough space left on your iPad.
If so, mail that picture to yourself, save it to your camera roll and try editing that one.

I don't know why this happens to you, but it's the first time I'm hearing of such a problem.

Does this happen with all photos or some?
Do you have restrictions enabled perhaps?

If you use iCloud Photo Library, try turning that off, then turn it back on.
