Welcome to iMore. There seems to be an issue with Safari today. Go into Settings->Safari->Safari Suggestions and turn it off. This seems to be the temporary fix for it.

Apple is supposed to have fixed the Safari issue earlier.

Tap Settings > Safari then swipe down and tap Clear History & Website Data then restart your iPhone then try Safari.
