how do I transfer voice memo from iPhone 4 to new iPhone 5s?

backup the 4 to iCloud or iTunes and restore the backup to the 5s.

Login on the same iCloud account on both devices and enable Notes in Settings > iCloud.

If it prompts you to create a mail account as well, just do so and use the same username you use with your existing mail service.

For example, all my mails are beginning with Tartarus@ and then Hotmail Gmail, yahoo, iCloud and so on. (Ps: my actual mail address is different than the example above)
