I can receive emails on my iPad but cannot send any, why, please help

In France, have wifi but cannot send any emails on my ipad2. Answers in English please

I've noticed that when I send emails they sometimes just sit in the outbox and never actually send. Usually they eventually send, but sometimes I refresh the outgoing box until they end up getting moved to "sent". I use the built in mail app.

Have you verified the configuration for the outgoing mail server? Have you restarted your device?
