How can I import pictures in Photos and retain the folders structurethat they are in?

I have over 10,000 photos in 75 folders on my MAC Pro. I want to import them into Photo and keep the folder structure. I do not want them filed by date. I would then like to sync them to my iPad, again keeping the folder structue
