iphotos to photos download syncing

[iMore Question]

Since the new Photos download I cannot sync certain albums of pictures to my iPhone like I used to in the past. I still have my albums that I had as events previously but it does me no good if I can't sync certain albums. I have tried iCloud on and off and I am still not getting the end result I want it will show the albums but it isn't downloading the photos. I purchased iCloud monthly storage because I am at my wits end with this.....
