I can transfer a call from my Mac to my iPone, but not vice-versa. Is that even possible?

Is this even possible? I am referring to Continuity, of course.... and I am running the latest versions of all software...

I don't use Continuity so my question may be silly, however, since having the iPhone is basically mandatory in regard to phone calls, wouldn't it automatically be active during calls, whether you're talking via your iPad or Mac?
