Syncing Excel from IPhone to IPad

I have an iPhone 5 and an iPad that both have the Excel program on them. What do I need to do to make sure if I make changes on one of them the changes will show up on the other one. When I've done changes on my iPhone and then open the Excel program on the iPad the changes only show up if I do "save a copy" not in the one that was already there. What am I doing wrong?

Both apps on devices need to be saving the spreadsheet to either Microsoft's cloud or iCloud... The spreadsheet resides in one spot... And you open/save to one place from either device.
