Why can't I use pictures already on my iPad 2, on Instagram?

It says I have to switch Instagram on to allow me to use pictures on my iPad under, privacy ---> pictures ---> Instagram.
But it's not highlighted. I cannot select ANYTHING.
WHAT DO I DO?

Go to Settings... scroll down to the Apps section at the bottom, find Instagram, select it - and review options... change anything referencing accessing your photos/camera roll...
