My ipad is stuck at the lock screen and Siri will not cease talking. Can you help me fix this?

She keeps telling me to double tap or slide to open, but it does nothing. She keeps talking! Screen is either frozen on black or on the icon screen. Powering off does nothing -- she keeps coming back!
